High engine idle 2k, and break up at 3k rpm

I was wondering what causes the engine to idle high 2k and break up at 3k and clear up after(around 4k)? Would it be a sensor or a possible ignition module (or coil pack) problem? Wasen't sure if this combo was a sign of something definate, thanks.
