Sure, so long as you make it by removing the top of the reg, adding a plate on top of the upper spring and a screw running to the outside that pushes on this plate. If you do it by just putting a set screw inside the vacuum port and pushing on the diaphragm itself, then no, it won't work.

It might work, but it isn't worth saving $100 on a fuel regulator and have it crap out while you are in boost and blow headgaskets, or worse.

Yep, the old vise trick netted me 2 tenths in the 8th mile. This was way back in 1994.
