I pulled the horn cap off to see why the horn was not working.
In the steering column is a plastic well that the wire from the horn cap slides into and you are supposed to slip the wire in there and turn it to the right to lock it into position.
Well the plastic sleeve in the steering column is broke so the wire will not lock into it.
Has anyone replaced that plastic receptacle piece in the steering wheel, or is there another fix ?

Go to the help section at napa or autozone and you should find a new one there. Should cost about $10.00. I think its called turn signal cancell.
 
Walt are you sure ? Im not certain but i dont think it has anything to do with the turn signal ?
I should have taken a picture and I might today.
The horn wire from the cap has little metal contact attached to a spring and plastic sleeve on it.
That slides down inside a plastic sleeve in the steering column that at the bottom of it has another contact .
The plastic sleeve on the horn wire is fine.
The plastic sleeve in the steering column is broken.
It looks like when you push the horn, it is supposed to push the two contacts together to complete the circuit, and when you let off I guess the spring pushes them apart to break the circuit.
The plastic collar on the horn cap wire is supposed to lock into place, but since the mating plastic piece in the column is broke it will not stay locked into position.

I had to replace two of them. On mine the horn started blowing in my garage at three am in the morning. I'm not at my home right now or I would give you the part number.

Also do you have to pull the steering wheel to get to it ?

I replaced mine last fall. I got the part from GBODYPARTS online. It also involved renting both steering wheel pullers from autozone for free. Take care. Brad
