horrible spool...puck not sealing?

I just installed a Mease SS 3" downpipe to replace my crappy and leaky Poston downpipe. when I hooked my wastegate actuator up, I basically had no boost like the puck wasnt sealing. So, I tightened up the actuator thinking that might fix it and it is doing the same thing...takes till over 4000rpms to get any boost and when it shifts at 5000, it only has 5#! Could the downpipe not be positioned correctly? All the bolts lined up fine.
 
Make sure of the location of any black soot marks on the puck itself when you take it off to check it, should have min. 1/16" edge for sealing.

Also check the puck completely closed against the hole and note the position and angle of the swingarm when you go to put the wastegate back on it must be in the same location closed to seal properly.

Occasionally the puck can hang open about 1/8" by hanging up on the downpipe flange if you open it way up while bolting everything back together.

Noticed that today on my car when I was moving the downpipe to gain some clearance near the heat shield.

Swingarm has to go past lining up with the housing towards the wastegate arm a bit to be completely closed.

Check it out.

If you have no carbon marks use some lithium white grease on the puck in a thin complete coat and align it over hole and put the bolts on it and check out the alignment that way.
