How do I check to see if an engine block isn't stolen?

I'm looking to get my conversion smogged legally here in California and finally need to make sure the block in my car isn't hot. This is the first thing they check.

I don't buy stolen engines/parts... but I need to make sure I don't get into trouble if others did before I purchased them.

How do I go about checking the numbers on the block? Go to DMV and give them a list?

i think the block only has the last 4 digits anyway..... tough to tell....
 
The Vin # is on the block in small type. You can run a carfax on it. I don't think its the whole vin, they leave off the part of the vin that every regal shares, so just fill in the blank w/ any other vin and it should work.
 
This is possible, but you need to know what the check digit is
