The oil could getting by for reasons other than the turbo. There is no positive seal in a dynamic thrust assembly turbo on the compressor side and the ex side is just a piston ring style seal which seals exhaust out and doesn't really seal oil at all. Both compressor and ex sides rely on oil slinging and gravity to prevent leakage into the air induction and exhaust. Any back flow from restricted return lines or high crankcase pressure will cause oil to enter areas it shouldn't. It's possible the bearing housing is worn excessively which can cause excess oil flow which may cause smoking. It's also common for the exhaust side slinger to be carboned up where it won't work as effectively.
