I have a '95 Pontiac GrandPrix SE with the 3100. I want to drain the PS fluid out of the tank and replace it. What would be the best method to do this?

Turkey baster is an item I keep in my professional tool box. sean is spot on if you want to replace the fluid in the reserv(ior).
However, if you want to replace ALL the fluid in the P.S. SYSTEM, you would need to do a FLUSH.

Locate the return hose and disconnect it at the back of the reservoir, let it drain off into a drain pan. You might have to extend the length somehow.
Raise the front wheels off the ground.
Take the cap off the reservoir and get PLENTY of P.S. fluid, maybe 3-4 quarts.
Start the car and keep the reservoir about half full while someone turns the steering wheel back and forth lock to lock, don't hold at the lock positions.
Repeat until clear fluid only is draining into the drain pan.
Reconnect return hose, clean your mess and you're done. HTH.

Ok, picked a cheap baster from the store.

I took notice of my car while driving to the store. I noticed that car kept drifting to the right(quite a bit) and the wheel starts to jerk somewhat. I'm guessing I'll need an alignment too.

I wanted to change the fluid because it was reddish and smelt like burnt.

That's done! In 13 degrees too, but I wanted to get it done.
The fluid was dark, very dark and it smelt burnt.

Might still need alignment, the car drifts to right. Enough where I could change lanes without touching the wheel.

What would be a sign of a tie rod or something in the steering linkage wearing out?
I can keep the car straight when I hold the wheel firmly and it doesn't drift right.
