Sometimes the blinkers work when they get turned on sometimes they don't. Is there a flasher somewhere or is it the turn signal cam switch in the column?
 
Are you having a no-blink issue or a no light at all issue? If it's a no-blink issue that is intermittent you may have a loose connection on one of the bulbs. The way the circuit is wired if you have a bulb go out it will either not flash or flash real sssllllooowww. With the way you said sometimes work sometime not like mine was. I cleaned the connections on all the bulbs and the problem went away. Good luck Jon Hanson
 
flashers

there are 2 one for the emergency flashers and the other for the turn signals
both are under the drivers side hush panel,not hard to find...put the flashers on and listen if you cant find them.. i changed mine only because of age...
also third brake light is source of alot of turn/brake light issues/// my 2cents
 
Crap forgot to tell ya guys-its a 99 grand am. That might help some. Hazards work. Just when you flip the switch-most the time-nothing happens. Somtimes they will work, very rare any more. Just has gotten worse and worse in the past 2 years but can't put it off anymore beings they don't work.

Don't know if this helps, but is sounds just like what happened to my p/u truck.
It was a short in the steering column..
