is this a converter lock up switch?

Ok, I have a switch on my dash. If I switch it while driving the car bogs down and I feel something like upshifting. Is this a lock up switch?

ok, can someone at least tell me where the wires for a lock up switch would go so I can go check?

sounds like a lock up switch to me. The wires should go under the radio.
