Is this really a MM chip?

I bought a chip a few years ago that is supposed to be a Modern Musclecar chip for Bluetops w/ Raceing Fuel.

The only markings is a sticker on the back hat has "TIB-i" handwritten on the back.

Is this really what I was told?

If so, is it any good?
