LED is always red (under boost, hitting test). Disconnected pump, hit test, goes green. Bad pump correct???
 
LED will stay red unless you unhook pump or it doesnt make 50 PSI pressure.

Example you can have a brand new pump and not have the nozzle hooked up and the LED will stay red.

You need a restriction to build pressure.

If your trying to diagnose the pump.. easy.. check power applied to its motor. If you get 3.5-4.0 volts across the red/black pump wires and no liquid comes out "then" you have a bad pump. If you only get 1v then no liquid can come out.

On the Buicks I look at the power injection bulb.. if its pretty bright.. and no liquid then sounds like a bad pump. And the only thing that would make a pump "not pump" is either water got into its motor or trash got into the head.

Pumps built after Dec 2009 have sleeves which stop the water in motor issue. meaning if its about a year old or less.. then its either trash in the pump or controlls turned way down inside controller. Bad ground to PAC will also do this.

I dont know how old your is.. so this is why I mention this.

11.77 volts across the red and black at the pump when the test button is pressed, and across the middle wire strand and black. The pump whines so it "should" be working. To much voltage???

That voltage reading is too high if the pump is plugged into the harness. When you press test you should see 3.5-4.0 volts not 11 volts. Unless someone went into the box and cranked up the "Initial" inside the PAC unit. if the Initial is at 12 o'clock and you see 12 volts your controller is bad. With that voltage it should drown the motor when it kicks on.
based on age of pump I thinks it's fair to say it's time for a new one or at least get it rebuilt
I would t trust a 5 year old pump on anything serious.
 
Kits from early to late 2005 had solid red LED that would not change colors
 
Yes, it seem like it is pumping ALOT into the engine. I'll check and report back. I bought the red/green conversion box from you awhile back before BG.
