this is gonna be weird, but i really need to know the answer (extra credit in my class)

In the Guns N Roses song "Civil War" they used a part of a movie for the intro and it has a old man talking and he is saying "what we have hear is......failure to communticate etc......" well i need to know what movie that segiment came from.

oh, and the line was also in a remake of the original movie but with a different name (so i was told), i need to know the name of the original
