Low 10sec Buick at Cecil last year with stock valved heads, who was it?

At the East Coast Regionals at Cecil County last year (2003) there was a GN with a 109 block, stock valved ported heads, I think a 66 turbo, and NOTHING under the hood (i.e.: no fenders, no power steering, etc). From what I remember it was running 10.1x at about 134mph.

I'd like to find out who this was, and find out more about the combo.

I *think* it was a NJ or NY car. Anybody know this guy?
