low voltage at FP connectors???

I was trying to chase down a batt drain and decided to check the voltage going to my FP. I unplugged the weatherpack and probed stock connector.....8.5volts. I then plugged em back in and probed after the ATR pump connector....4.8volts. This was with car off key on. Im supposed to be seeing at least 11 right??? Does this change if the car is running with the factory setup?? If i did this right im guessing i need a hotwire kit (was told there was one on there but thats another story) ???

Definitely get a hotwire kit. Mine has a fuse, maybe yours does too, and its blown? I know factory wiring to the pump is not very good.

How did you check the voltage with key on engine off?
The pump should only run for about 3-5 seconds without starting it.
I would start the engine and re- probe the wires with it running and I think you will find your voltage a little more in line.
