are the Max Effort and Extender chips the same basic idea? if so which one is better and why?

They are not the same.

If my memory serves me right, an extender chip must be used with a MAF translator+. The extender allows the computer to recognize air flow in excess of 256 grams/second, which is the limit on the stock maf/chip, up to 512 grams/second. This allows the computer to continue to use the MAF reading to help control air fuel ratio at high airflow. I believe the maf translator+ has the capability to adjust your fuel curve and timing curves.

A maxeffort is a chip with a thumbwheel, and allows you to adjust various tuning parameters, some on the fly, others while stopped. Parameters include low, mid and high end fueling, and timing. Maxeffort is an OPEN LOOP chip, and it is designed for 1/4 mile racing, however many people use them on the street. This chip has a fair amount of flexibility, perhaps a little too much for the casual user IMHO, but makes good power.

Direct Scan is helpful for serious tuning.

Defaults are usually good with both types of chips.

They are different applications that allows similar results.
 
They are both great systems IMO. You can;t go wrong with either one. They are the 2 best chip systems on the market today and really offer the user alot of flexibility that the other chip out there don't have.
 
if you run a lot of race gas (don't all go fast TR's?) the ME has an advantage because it does not use the 02 sensor

That's my only problem with the Extender at this time. TurboBob said that if you run the Extender open loop, it still reads the O2 sensor even though it is failing. Maybe that would affect driveability, but at the track under WOT in PE, power enrichment mode, it should work. I am going to try that next, put in an old O2 sensor, leaded race fuel, and tune by kr. Maybe following the O2 readings with the understanding that they will be fading.
