Could be a relay from some aftermarket gauges.

Thats a relay none of those wires look factory. Possibly for a interior toggle switch to run something. Did you have any switches in the car?

Its under the steering wheel # shows c9405...it did have a theft deterrent switch...maybe that's what it is I gotta follow the green wire

Definitely an aftermarket relay designed to power some sort of accessory in the car. Only way to know for sure is to trace the wires. The thin wires will run to the trigger mechanism and the thick wires will run from a power source to whatever it powers.
