Need help with a custom twin turbo project

I have bought 2 Garrett T25 turbos take-off from turbo DSM's...ideally I'd like to set each of them to run at 3 psi each, and have a minimum boost level of 6 psi total for street use, and adjustable upwards from there. Unfortunately I can't find any 3 psi springs for sale... What do I need to be looking for? Does anyone have any experience lowering the set boost levels of a turbo cheaply?

The first upgrade we do in this area is to get an OEM stype adjustable wastegate. Some of the bigger mods are billet wastegates.

??? Either I'm not understanding something, or...

You don't set twins to 3 psi each and get 6 psi total. You set them both to 6 psi, and you get 6 psi. The flows are additive, not the pressures.
