I just replaced my stock turbo with a precision gt6157e journal bearing unit. At the same time I added motron 60 injectors,an acufab adj fuel press reg, a chip from full throttle for pump gas. To make a long story short the turbo seems like it takes much longer to spool up, it runs good up top but i figured with the additions i made it would be a totally different car. I set the wastegate at the same length as the stock one and my gauge hits 15 psi max. I went to adjust it to try to get a few more psi and if u shorten it any more it seems like it wont reach the arm on the down pipe. any help would be appreciated.
 
when you shorten it you have to pull the rod onto the WG. I bet you had it to long if it takes a real long time to spool. Shorten it pull it, slide it on and test again.
 
Also, if you are still using the stock torque converter, it may have some lag in it before it spools.
 
Try adding a manual boost controller or like everyone else said, you probably need a higher stall torque converter.

It's my opinion that shortening the actuator rod is only a workaround to getting more boost. You only want just enough tension on it to keep the wastegate closed under pressure until it's ready to open. This will give you smoother boost response and less spiking when you get the other mods in place.

Edit: Also, if you added larger injectors but didn't tune for it accordingly, you could be running too rich in the midrange causing the turbo to take longer to spool
