I have a fresh engine in my car and I am trying to drain the tank because the fuel has been sitting for 2 years. I am trying to drain the fuel throught the fuel rail by applying 12v to the pump. I here a clicking noise in the rear of the car but I get no flow. Any thoughts? TIA
 
Plugged fuel filter or a bad fuel pump sock.

Are you applying 12v to the black wire behind the alternator?
 
If you connect power to the test connector and see a spark / current draw but there is no flow most likely the pump is shot.

It would be a rare thing to have a filter sock or fuel filter that will block the flow from a pump 100% not allowing the car to fire. It does not take much flow to fill the rail enough for the car to fire.

I just had to deal with one of these this week on a car that was left sitting for 1.5 years w/o being started. The pump was seized.

If the fuel pump is bad thats cool, I do have a new one ready to go.

The pump being seized does seem to make sence. If it wasnt siezed and something was blocked I would here the pump run right? (I dont know what it sounds like.) Again all I hear is a click when i connect the wire.

Exactly, if the pump draws current but does not move fuel then it is most likely siezed.
