No lock up on Vigilante pt II

I decided to start a new thread as I have ruled out alot of possibilities but still no answer. I put a new 5 disc Vigilante in and it will not lock up by manual switch. In a last ditch effort I pulled the pan again (3rd time)and verified the TCC is working and the valve above it is not binding manually pushed on it . The pump tube kit was installed by a tubo buick specialist,( They are just closed right now and 4 hours away.) The old converter would lock up but I cant get this one to.Is it possible I have a bad converter? I cannot find any other troubleshooting threads on this and am at a loss. Any more ideas on how to figure this out? This is just getting frustrating and I cant wait to get it fixed. Snow is on its way and the track is only opened 1 more weekend.
