The Chip

Dont hit me, but are they stock replacement or bigger ? You would need a different chip if they are bigger. Maybe you didnt replug your pump after releasing the pressure ? All I can really think of, did you maybe reset your ecm for a new chip and didnt plug it back in ?

Sometimes its a good idea to "prime" the fuel system by removing the schraeder valve and putting a hose on it, then hotwiring the pump.

But in your case, my guess is either one injector is stuck open (it happens), or you haven't got the harness right. Make sure you didn't pinch the injector wires in the coil pack bracket. BTDT

Perhaps you have a leak by the fuel line inlet, or at the regulator.
The ECM will only let the pump run for just a little while if it doesn't see xxx RPM.

Prime the fuel rail with a hot wire, and watch/listen closely.

I had once where I ran out of gas and put 3 gallons in it and there was minimal pressure till all the air had moved to the rail and discharged at the schrader valve. Must have taken about 5 burps before pressure settled.
