No up shift from 2nd to 3r or ovrdrv

Just bought a used 93 Park Avenue and sometimes it will shift all the way thru the gears and other times it hangs in second. I have a smoothe upshift from 1st to 2nd and reverse works good. I have serviced the tranny with filter and new fluid plus a quart of Lucas Transmission fluid. Any help out there?

I would look at accumulators sticking or valves in the valve body.
