o2 numbers

hey guys my scanmaster will get up to about 850 and steadely drop while at wot to abut 780 with sometimes maybe getting 2 degrees of knock so i think im ok for now without trying to turn the bost up anymore. and thats with 14 pounds of boost the problem comes in a normal cruising speeds at about 30 the o2s will drop to 007 to o50 and sometimes show straight 000 and the car of course will run terrible durin this time sputterng but it will fix it self and get back up to 780 after about a 1/4 mile and run fine again is this normal for the o2s to drop like this? this is a brand new o2 sensor and the cc cycle like they should. if i try to get into it with the o2s that low it just wont respond but still shows o degrees of knock. if i wait for the o2s to get back up to 700s it runs fine. so basically i just wanna know how to keep the o2s fro dropping that low. thanks again
