O2 question

I just got my scan tool and I am wondering a few things. My old o2 sensor was bad so I replaced it today, car is running alot better. I was wondering if o2s should be constant all the time or if the count only matters at WOT? Besides for blasts the counts are all over the place.

Only at WOT, other times its switching attempting to maintain a ~14.7:1 fuel ratio.
