Open/Closed loop question

I just had a quick question on the indicator for open/closed loop operation on the Scanmaster, which is the blinking decimal point. Once the car's warmed up (160 degrees) and I start driving it goes solid to indicate closed loop. Is it normal for the decimal to start blinking again when I come to a complete stop? This will happen every time I stop at a light or put it in park, even if I've been driving around for a bit. Maybe this is normal but just wanted to make sure since I never noticed before! Thanks!
