Who actually makes these converters and how are they designed?

these are gs club converters but you can get it cheaper from full throttle. i talked to the guys there and they siad it would give me 2 tenths in the 1/4 compared to the vigilante giving 5 tenths or more. i would save for the vigilante i am.
