I'm working on a car that's been sitting for several years, the boost has been eratic and sometimes won't even build any..I finally saw its the puck not closing all the way some times. Is there any to remedy this without removing the elbow? Was hoping to avoid opening the broken bolt can of worms

depends, if someone ported out the hole that the puck blocks off too much the puck can get cocked in the hole, if it is just corroded you may be able to remove the dp and disconnected the wg rod and shoot some wd40 and move the puck around.
 
Sticky Puck

Try a downpipe gasket (Remflex).It fixed my sticky puck.
 
PB Blaster or some form of rust penetrant type spray, will help break the rust loose. Might take a couple of 3 days and nights of working with it, but it should help loosen it up quiet a bit. If that doesn't work, you could always apply heat to it and try to free it up that way. Worse case scenario if those methods don't work, you would have to remove the elbow. But just remember if it's all original, those bolts haven't been removed in over 25 years. Use lots of the spray and take things slowly. Working fast on those bolts will only result in broken bolts and a visit to your local machine shop for removal and possible helicoil.
