Puff blue smoke startup after rebuild

Folks,
After a total rebuild I'm getting a puff a blue smoke upon startup. I believe my machinist used the stock style scraper stem exhaust valves with bronze guide liners and no seals like on the intakes.
Is this combo the problem? If you use bronze liners you have to machine it for seals and use straight stems?
You guys are the experts.

After two tear downs, mine would puff blue because I had a bad PCV valve that under high boost, allowed oil to get pulled into the intake. When it sat (engine off), the oil would make its way to the cylinders and burn up when I started it. Now that I have a catch can it doesn't smoke anymore:) Made one from the home depot air compressor filters.
