Quarter window interior panel question

Reinstalling interior and was wondering if the quarter window panel needs to be glued to window. When I removed it, I noticed it had some black sealant on edges where it sits against quater window. Is the black sealant just excess from where the quarter window is attached to body? I noticed that when the panel is reinstalled, there is a gap between the window and panel.

I think thats just the glue from the window. I just went through the gm manual I down loaded looking for torque specs for the seat belt bolts and could not find any thing on them. I will have to crack the books out and see if I can find them on there. I want to say they were like 15 or 20 ft lbs but I will see if I can find the right specs in the service books

all the 12X 175 bolts are the same torque 26 to 35 foot lbs .Thats out of the service manual
