when getting the turbo rebuilt...it's a good idea to replace the engine to turbo oil feed line with new stainless steel one, and also a new adjustable wastegate aculator, Is it nessessary to replace the Turbo oil drain hose or line?maybe just the gasket

A new oil return gasket is all that's needed. Make sure your header flange is dead straight so it seals correctly.
