Question, Why cant a turbo build boost while in park ot neutral????

Another way of saying that, is that the revs climb too high too fast without a load on the motor... you run out of rpms before you have time to hit boost.
 
OK, to hit 3000rpm in neutral you would need only about 10% opening on the throttle blade, but in gear you will need 60-70% which will obviously flow more air. (just guessing at the numbers to illistrate a point)

Now THAT makes a lot of sense :)

So does that mean if you had a big enough motor and a small enough turbo, it could build boost in park?
