Question, Why cant a turbo build boost while in park ot neutral????

You're not moving enough exhaust gas without a load on the motor to spool it.

Another way of saying that, is that the revs climb too high too fast without a load on the motor... you run out of rpms before you have time to hit boost.

OK, to hit 3000rpm in neutral you would need only about 10% opening on the throttle blade, but in gear you will need 60-70% which will obviously flow more air. (just guessing at the numbers to illistrate a point)

Now THAT makes a lot of sense

So does that mean if you had a big enough motor and a small enough turbo, it could build boost in park?

true, my friends GST with its dount turbo can hit 5 psi in neutral at redline.
