Rear Pressed Bushings. TWO Rubber rings???

I have a set of Poly rear Bushings (ones that get pressed above the Rear end), and they have two rubber rings on them one smaller than the other. By the way these are new. I am just curious Does the bigger ring go in between the lip and the housing? And the smaller ring just pressed on the end before control arm install???

The bushing gets pressed on as normal. The ring is then installed as thrust washer on the small side of the bushing. The control arm gets installed which will hold the ring in place.

There are Two rings though. The hotchkis I had before only had one but this one has two. any ideas?
