I have a stock actuator on my TA61,and with the RJC bleeder cranked down all the way I only see 21 psi boost.If I tighten up the check ball/spring pocket to increase spring tension I should be able to achieve more boost,true? My concern is to not totally destroy the spring.Does RJC have a higher tension spring rather than tightening the check ball/spring pocket?

The stock non adjustable wastegate actuator is the problem.
You are technically doubling what the stock actuator is capable of producing by tightening the RJC Boost controller down completely. No, they do not offer any stronger springs in their controller.
The answer is, you need an adjustable wastegate actuator that can be adjusted past the stock spring rate. The stock non adjustable wastegate actuator is only good for 12-14psi, depending on weather conditions. And with the RJC Boost controller, you will typically see only 21-22psi with it maxed out.

Example.
My old car. Stock motor with valve springs and a timing chain. PT6776HPS turbo with a standard spring adjustable wastegate actuator from Precision. Terry Houston 3" downpipe, dual 2.5" cat back exhaust. RJC Front Mount intercooler, RJC Boost Controller. With the wastegate actuator adjusted to almost static tension and the bleeder valve closed, I can see 12-14psi of boost. With the actuator adjusted/shortened to 3/4 of it's tension and the RJC Boost controller tightened almost completely down, I could see boost levels of 30psi no problem.

Without the capability of adjusting the stock wastegate actuator past it's preset spring rate, you won't see much past 21psi. PTE sells standard spring adjustable wastegate actuators for pretty much all Buick turbos that they offer. You must specify which model turbo you have and give a full description of the compressor cover that your turbo has in order to get the correct wastegate actuator for your turbo. Each compressor cover takes a specific backing plate clamp that gets welded to the wastegate actuator. Except of course for a stock appearing turbo such as a stock turbo, or any TA series turbo. Get an adjustable wastegate actuator, shorten the rod 3-4 turns shorter than your stock actuators rod, test the boost with the RJC Boost controller closed and slowly start opening the Boost controller. Your boost will increase. The stronger the wastegate actuator spring tension, the more exhaust pressure it takes to push open the flapper valve inside the downpipe. = more boost that is produced.

Patrick I was able to acquire a spring (same height increase/turn) which is about 1.5x the height of the original spring.It does package into the valve housing and the spring pressure does go up (k).I have at least 2 full turns left on the valve.My prediction is that boost will climb to at least what I maxxed out at (20 PSI).Talk is cheap.I'll post my findings.
 
RJC Valve

Still evaluating but with the spring change and no actuator arm adjustment boost goes to 24 ffffast with valve adjustment left.The car is not tuned yet so I'm going to stop fooling around until the tune is correct.
