Is it: Will a Hydrometer display the same specific gravity of a water + RMI solution vs one of Water + Ethylene Glycol?
The answer is NO
Specific gravity will be very different
And you should realize you are comparing apples to grapefruits.
The water + RMI is good to approx 32 degrees F - period; i.e. water
The RMI is for internal component protection; i.e. lubrication, corrosion protection - not freeze protection
The Water + Ethylene Glycol will protect to temps based upon whatever ratio you have mixed.

I do believe that water wetter is a similar product to RMI.
FREEZING POINT DEPRESSION
Red Line WaterWetter® does not significantly reduce the freezing point of water.
If the vehicle will see freezing temperatures, an antifreeze must be used.
Water expands approximately 9% upon freezing which can cause severe engine damage.
Even in summertime, the use of air-conditioning can blow freezing air through the heater and cause freezing of
the heater core unless approximately 20% antifreeze is used.
