Scan tool won't connect to ECM

We tried some high dollar snap on and a MAC scanner. Both cannot connect to the ECM. I do get a code 12 when I jump A to B and I have tested the data wire from the ALDL port to the ECM. Is the ECM junk? It's the stock 85.

I used an OTC 4000E when I had the 85 ECM and it worked fine. OTC 2000 is another option.

If the ecm was junk you would notice much bigger problems.

I upgraded to the 87 ECM. I still cannot get WINALDL or Turbometer to see the ECM. The cable works great on my 94 Z28. The data pin from the ALDL connector to the ECM is fine. I can get a code 12 by jumping A to B. Anybody have and suggestions? I'm confused..
