Setting IAC Higher or lower for lean idle?

Would setting the IAC to a lower number, such as 10, create a leaner idle making it easier to build boost while power braking?
 
If the chip is using open loop at idle, changing the fuel pressure will affect mixture. If the chip uses closed loop, then the mixture will be pretty close to 14.7 to 1. Messing with the TPS and IAC will give you off idle stumble, and other transitions problems. If you have a Translator+, you can change idle mixture and/or timing to help spooling, and that may be true with TurboTweak chip, too.

By the time you reach 2,000 RPM or so the IAC contribution to total airflow is min. (even at a 40 count).

No. The chip is what controls mixture. Start fiddling with the IAC and or TPS to try and make changes to the idle mixture, and you'll be suffering some serious drivability issues, and will regret it.
