Shaft play?

Was looking at my turbo today. The wheel spins freely on intake side. The shat will move approximate 1cm or so. Is this normal? If not how long before I have to get new turbo? Not sure what I have, it is Garrett. If busted would this explain why it will only make 10lbs of boost and then needle flutters between 15-20lbs?

If it is moving 1cm it is done. .030-.040 is normal up and down, zero in and out.
