Shifting issues...Weak Bracket???

I have just installed a new 2004R and cannot get it to shift quite right. The 1-2 shift is at 15(good), 2-3 is at 26-28(good, maybe a bit high), 3-4 is 45-50(a bit high). The 4-3 downshift good, 3-2 good, 4-3-2 good, will not go 2-1. I am wondering if my bracket is too weak and is flexing, causing the symptom of no 2-1 downshift and the late upshifts at part throttle because I'm adjusting to get the downshift correct. 406 SBC, 3.73 gears, TCS 2800-3000 stall(NL), 750 Holley, Lokar throttle cable, Spectre TV bracket. What bracket are some of you running with the holley? Any input would be helpful. Thanks, Kurt
 
Do you have the TV corrector to get the geometry right for the Holley? Is the cable set to get max. TV at WOT?
 
I do have the corrector and the cable is set to max at WOT. But I had my wife step on the throttle while I watched and the bracket is flexing quite a bit. I am thinking I need to get a better bracket set-up so there is no movement.
