I guess it depends. I usually light the first bulb then build 3# and nudge it forward to light the second bulb and build the rest of my boost there. I usually run test and tune so I don't really care about my reaction times - i just leave when I hit the boost that I want to launch at. When I bracket race, I'll light the first bulb and load the motor against the converter but not build any boost. After the other guy is pre-staged, I'll creep forward to light the second bulb. I'll start building boost when both cars are staged and the first of the 3 yellow lights starts down. I don't build as much boost that way but I am more consistant and able to cut a better light.
