First of all I have the TE-44, 50's, exhaust, powerplate, 3" DP, big mouth cold air, 93 chip, fuel pressure set at 45 with line off...running pure mobil 1 93 octane, about 45 degrees outside, both times boosting from a 45 mph roll

i was on the highway and i was curious as to what lb of boost i would start knocking on...i got it up to 15 lbs...16, 17, 18, 19, almost 20 lbs of boost and the knock meter never lit up once! nor did i hear any detonation...but then the boost needle on the gauge started shaking rapidly and i gradually let off but the boost dropped INSTANTLY and made the turbo flutter noise...this was me BARELY letting down on the throttle...

so then i try it again a couple hours later and i start knocking at 13, 14 lbs of boost and when i got up to 15 lbs it went into the orange on the knock meter...same variables as before...what happened there??? i still can't boost over 13-14 without the first two green lights lighting up...what was up with the near 20 lbs of boost and no knock? my knock sensor fail to read that time or something??? the other night i got it up to almost 16 lbs with no knock and it was 40 degrees...

The engine will have less tendency to knock if you slowly roll into the throttle rather than punch it. I would try a chip with less timing if I were you.

You should check to make sure FP is rising with boost that would explain the knock and possibly the gauge flutter.

Put you turbolink on it and make a recorded run, then you will have some info to work with
