Yes, it is supposed to rotate once all the turbine housing bolts are loose and the comp cover backing plate bolts are loose. If this is a used turbo, carbon has probably fused the turbine housing onto the chra, and is keeping it from rotating. If it's brand new, there is an O-ring that seals the compressor cover to the backing plate and this could be sticking. You trying to reclock the chra to get your 12 and 6 o-clock positions? Is this a new turbo or used turbo? I know I had to re-clock my compressor cover on my brand new TE-60R when I installed it. T-housing and chra was in the correct position tho.
