Doesn't the center section of a turbo where the oil return line connects rotate downward if all the housing bolts are loose on exhaust side and compressor side. thanks

Yes, it is supposed to rotate once all the turbine housing bolts are loose and the comp cover backing plate bolts are loose. If this is a used turbo, carbon has probably fused the turbine housing onto the chra, and is keeping it from rotating. If it's brand new, there is an O-ring that seals the compressor cover to the backing plate and this could be sticking. You trying to reclock the chra to get your 12 and 6 o-clock positions? Is this a new turbo or used turbo? I know I had to re-clock my compressor cover on my brand new TE-60R when I installed it. T-housing and chra was in the correct position tho.

Just trying to rotate the center section down far enough for the oil return line to mount. It is a TE60 with about 1,000 miles on it. I was just replacing the oil return line.

I've loosened all bolts pertaining to compressor housing and on exhaust side, just trying to rotate down far enough to get oil return line to match up. i don't know why it won't rotate, I don't want to break anything when tapping it with a hammer, I've rotated it before but I never had this much trouble. It is a sure pain. Any advice.thanks
