I have one. It's worth it just for the sound of the blower. I'd say it helped out a little, but nothing huge like a pulley swap.
 
If you plan on adding a smaller pulley you will get more power out of a CAI than the stock box by far. Guessing I would say you could get 10hp out of it, at the crank.
 
Don't forget that the engine is nothing more than an air pump.If you put more in , you need to get rid of more than before. AKA bigger, or smoother flowing exhaust system....... turbota (transamfromhell)
 
All you really need in these cars as far as exhaust is to replace the u-bend. It's a big kink in the exhaust after the cat and before the resonator (where the O2 sensor is). You can buy one at www.grandprixstore.com or I'm sure you can have it made. I made a custom downpipe with an o2 sim so I don't have the bend anymore.
 
I have the thrasher cai. Looks great, sounds better. If you havent done a 3.4" pulley, and $ is tight do the pulley first you will notice more from that than anything else you will do.
After the pulley do the cai and exhaust. After that I would do dhp, 180 deg. thermostat, and possibly a cooler plug. If this is a daily driver I wouldnt do anything else.
