Ok, looks like it's unanimous. Next questions:

Do I need to purchase the flanges with the wastegate? Will a 1 bar (14.5 psi) spring let me get to 25 psi with an electric boost controller? Are there any Buick vendors on here that sell the Tial wastegates? (I can't seem to find any purchase info on the Tial website)
 
If you want to try a deltagate, I'll sell you my old one cheap. I took it off when I installed my tial. ;)

Post some pictures of your current wastegate setup. It'll be much easier to see what you need that way.

yes with a 1 bar you will be fine for up to 29psi...just remember you will not be able to go below 14.7 psi (1 bar) if you tell me where you are located i can get you the closest dealer...you will have to specify to them that you want the 1 bar spring. the flanges are shipped with the wastegate.
 
Tial definitely bolts right onto an ATR pipe although I think we already established this:
