is more boost available with less timing or more timing?

what are the benefits and losses of timing advance or retard?
I am getting my cusom chip changed at some point soon since I will be running alky dual setup, an LS1 MAF and translator(regular) I heard you could run a race chip with your alky set up
anyone have a recommendation as too what kind of timing I should ask to be run and what air/fuel ratio, mine in the chip is 13.5:1

if you run a bleeder valve setup couldnt you theoretically run a race chip as long as you have the boost down?
