Does it matter if i do it before i install new plugs or do it with the new ones in there?

Old plugs would be better then change them out.

Same with the oil.

Also, if you have an old O2 sensor sitting around, you might throw that in before. I'd do the plugs afterwards, although I doubt it would hurt them.

Yes, it will mess up the O2 sensor. Didn't affect my plugs.
