Torque Converter to tight?

Is it possible to have a torque converter to tight? With a D5 converter my 87 GN was able to smoke the tires off in first and second gear no problem, after having a 9.5 inch precision lock up converter installed in the car the turbo won't even spool up in first or second gear, in third and fourth gear around 50 mph, the turbo spools right up and is very responsive, my freind thinks that the converter is too tight, is this possible? In case it matters the car has a TA 51 turbo with blue top injectors and misc. other mods. Thanks for any help?
 
its possible. in fact, i have a 1800 stall converter right now running 50's and stock turbo. i step on it and its slow but once the boost comes in it spools up sorta quickly but noy near what it should be. i can hold 4 psi MAX. even at 4 psi though, i start spinning like crazy. if you have a direct scan i know you can use it to tell your stall. also you can usae a working tach. this will give you the flash stall and i think its a good estimate of the tightness or looseness of the converter.
