Airflow spins the turbo. It takes very little airflow to make an unloaded engine to spin to redline. Think of throttle opening as airflow. An unlaiden motor will smack off the revlimiter at 1/2 throttle and you need full throttle to spool a turbo.
A stepped rev limiter at a lower RPM than redline can be used to spool the turbo on an unlaiden engine. It will artificially allow the throttle opening to go to wide open without having the motor go to redline, possibly allowing enough airflow for an unlaiden motor to spool the turbo.
