Turbo on the shelf

I got my stock turbo rebuilt in 08. Never put it back in just left it in the box in my garage. Now I'm getting ready to put back in and I noticed that it has rust spots it brown spots. Probably from the oils sitting. Is that going to be an issue? What should I do

No issue but you should get the exhaust housing ceramic coated black. Works great, cheap and it's clean looking.
