turbo play

i have a te 62 the wheel on the air intake side has play up and down.enough that it has scuffs on the housing is this normal.was rebuilt 1200 miles ago for 450.00 not all hard miles thanks for any input

side to side or up and down play not good.. scuffing even worse.. did you get alot of turbo surge when you let off of it?
