turbo spool

I own an '87 GN, but it's back home in Minnesota. I am currently in Laramie, Wyoming attending Wyotech. I saw a really ratty-looking '87 GN driving around, and got next to him at a stoplight with my 97 Grand Prix GT. He took off slowly, but immediately I heard the turbo spooling and it sounded bad-ass! The turbo on mine takes a while to spool to where you can hear it. I never caught up to him to ask him what he's done to it, but I've heard people talking that it's fast as all hell! So yeah, my question is....I am wondering how could I get my turbo to spool that fast?
 
Generally, the stall speed of the convertor controls alot of when the boost starts to build. The chip has some to do with it too. Not sure what kind of turbo and convertor you have but I need about a 3200 stall with my TA54 but have a 2800 which has a little lag.
